Report a Concern

Concerns about an adult (including yourself)

If you are, or you suspect someone is being abused and the person is:

  • over 18 years of age
  • experiencing or is at risk of abuse
  • not able to protect themselves because of their care and support needs

Complete the adult electronic multi-agency referral form - E-MARF

Wherever possible, consent to raise the safeguarding referral and to share information must be sought and the wishes and views of the adult obtained.

If the person is at immediate risk call the emergency services on 999.

DO NOT use the EMARF if the person is not being abused, but may be in need of care and support.

To refer yourself or a person for social care support, advice, information or an assessment of care and support needs, please use the Adult Social Care Contact Form.

You can also call us on 01902 551199 during opening hours, or 01902 552999 for emergency out of hours. Normal opening hours are Monday to Thursday 9am to 5pm and Friday 9am to 4.30pm.

Please note, any EMARF’s which are completed inappropriately will be returned and not progressed via the Adult Safeguarding route.

Concerns about a child or young person (including yourself)

If a child is in immediate danger of serious harm or has been left alone dial 999 and let the operator know that it is a possible child protection issue.

If the child is not in immediate danger of serious harm but you know or suspect they are being abused or neglected call us:

  • Monday to Thursday 8:30am to 5pm, Friday 8:30am to 4:30pm on 01902 555392
  • Outside of the above hours for emergencies on 01902 552999
  • If the child or young person is at immediate risk of serious harm dial 999

If you suspect or believe a child is suffering or is likely to suffer Significant Harm, including any form of mistreatment or abuse, you should report your concerns.

Organisations should report their concerns by phone or by completing the Multi-Agency Referral Form (MARF). If you work for an organisation, and initially report a concern by phone, you must always complete the online MARF within 1 hour of any phone call preferably after having spoken with your organisation's Named Safeguarding Children Lead.
