Child Sexual Exploitation (CSE)

Child sexual exploitation is a form of child sexual abuse. It occurs where an individual or group takes advantage of an imbalance of power to coerce, manipulate or deceive a child or young person under the age of 18 into sexual activity (a) in exchange for something the victim needs or wants, and/or (b) for the financial advantage or increased status of the perpetrator or facilitator. The victim may have been sexually exploited even if the sexual activity appears consensual. Child sexual exploitation does not always involve physical contact; it can also occur through the use of technology.

The NEW Petch CSE screening tool is to provide a framework for making a sound professional judgement about the level of vulnerability of a young child, aged 12 and under, to CSE and to support early help and intervention

You should be aware that:

  • Young people aged over 16 can still be at risk of /or experience child sexual exploitation
  • Where a child is under the age of 13 years old, and/or has a learning disability and there are concerns regarding sexual exploitation, a referral to MASH is required.

When completed, if the PETCH or CSE screening tool indicates that the child/young person is likely to be at medium or significant risk of Sexual Exploitation, you should also complete and submit the online Multi Agency Referral Form along with the completed Petch or CSE Screening tool to the MASH.

If you have any technical problems completing the online Multi-Agency Referral Form (MARF):

(a) where there is an immediate safeguarding risk phone the MASH on 01902 555392 to report your safeguarding concerns and let the MASH know the details of your technical issues

(b) where there isn't an immediate safeguarding risk phone the MASH on 01902 555392 to inform them of your technical issues and get advice on how to submit your concerns.

If the child already has an allocated social worker, please provide a copy of tool to them directly.

For referrals outside of office hours, please telephone the Social Care Emergency Duty Team (EDT) on 01902 552999.

If a child or young person is at immediate risk of harm, phone the Police 999
